David Letterman's blackmailer gets gig on Paula Zahn show (Reuters)
NEW YORK (TheWrap.com) ? Robert "Joe" Halderman, the former CBS News producer who went to jail for trying to blackmail David Letterman, has secured a job at "On the Case with Paula Zahn," a weekly news magazine on the Investigation Discovery Channel.
TheWrap confirmed that Halderman has already started working with "On the Case," which investigates crime mysteries.
Scott Weinberger, a former deputy sheriff and investigative reporter, is the show's creator alongside Scott Sternberg. A Discovery spokesperson noted that Halderman works for Weinberger's company, Weinberger Media, rather than the network.
The current season ends next month, but Halderman has yet to appear in the credits, according to TVNewser, which broke the news.
Back in 2009, Halderman was a producer for "48 Hours" -- a show not unlike "On the case" -- when he approached Letterman with information he'd gathered regarding the late night-host's extramarital activities, which involved the news producer's girlfriend.
He threatened to go public with the information, which Letterman eventually did himself.
Halderman was sentenced to six months in jail in 2010, though he only served four months of the sentence.

CHICAGO (AP) ? Chicago attorney Colleen Gorman has a holiday ritual that doesn't involve buying presents or counting down to midnight: She goes online looking for new hangover remedies.
The 28-year-old's fianc? tells her she should probably just drink less.
Experts say that's good advice for everyone.
In fact, the only way to prevent a hangover is to not get drunk. But there are strategies to soften the blow.
Experts say not drinking on an empty stomach tops the list because food helps absorb alcohol and delay toxic effects on the body. Drinking plenty of water before, during and after also helps because alcohol can dehydrate the body.
But researchers note that preventing hangovers is a challenge because no one's pinpointed a cause.

India's overseas investment touches $109.2 bn
India's overseas investment has increased to $109.1 billion during July-September quarter, 2011. "Direct investment abroad moved up by $2.9 billion during the quarter to $109.1 billion as at end-September 2011," RBI said in its latest report of 'India's Quarterly International Investment Position'.
At the same time, international financial assets of the country stood at $434.7 billion as on September end following an decline of $4.1 billion over the previous quarter, it said.
International financial liabilities, on the other hand, also fell by $16.7 billion during July-September to $659.6 billion.
Reserve assets decreased by $4.2 billion to $311.5 billion at end of the second quarter of the current fiscal.
Meanwhile, highlighting the impact of volatile stock market condition and global slowdown, direct and portfolio investments in India [ Images ] during the July-September period of the current fiscal fell by $11.6 billion and $14.5 billion, respectively.
Among other investments, trade credit and loans (mainly ECBs) increased by $2.9 billion and $7.5 billion, respectively, during the second quarter.

Suspect confesses to biggest China corruption case (AP)
BEIJING ? Prosecutors said Friday they indicted a former fugitive at the center of China's biggest corruption scandal and that he has confessed to bribery and smuggling.
The move brings authorities a step closer to a conclusion in one of China's most lurid, long-running corruption cases in which the chief suspect fled to Canada and fought extradition for more than a decade.
Prosecutors in the eastern city of Xiamen have indicted Lai Changxing for allegedly masterminding a network that smuggled everything from cigarettes to cars and oil and bribed dozens of government workers between 1996 and 1999, China's state broadcaster CCTV reported.
Lai and other key members of the syndicate have "confessed to the facts of the smuggling and bribery charges without concealing anything," the report said.
Lai became China's most-wanted man after he fled to Canada in 1999 and fought extradition for 12 years until he was deported in July.
Before fleeing to Canada he lived a life of luxury in China complete with a bulletproof Mercedes Benz. He is alleged to have run a mansion in which he plied officials with liquor and prostitutes.
At the time, state TV splashed pictures of the network's allegedly ill-gotten gains: A tiger skin rug laid out on a conference table, confiscated cars belonging to corrupt bureaucrats, a sack of gold rings, and a picture of a young woman, said to be a lover kept for one official by Lai.
Scores of officials and executives involved have been imprisoned and some executed over the scandal. Among those punished were a former deputy police minister, who was quietly removed from his posts as vice minister for public security and deputy chief of an anti-smuggling task force. The deputy mayor of Xiamen and the city's customs chief were also punished.
Chinese media have said Lai's alleged smuggling operation was valued at $10 billion.
China's Communist Party has struggled to control widespread practices of embezzlement, taking kickbacks, and influence peddling that have degraded public faith and sometimes led to violent protest.
The government's task of fighting corruption remains arduous, said senior Communist Party leaders Friday at a meeting presided over by Chinese President Hu Jintao, according to a statement on the central government's website.
Efforts should be made to fight graft in the construction sector and to address corruption linked to excessive official celebrations and seminars and government cars, the statement said.
In Canada, Lai had avoided deportation by arguing he could face the death penalty or be tortured and would not get a fair trial in his home country.
But that legal battle ended in July when a federal court in Vancouver ruled Lai should not be considered a refugee and upheld his deportation.
China promised Canada that Lai would not get the death penalty in 2001 when then-President Jiang Zemin sent the Canadian prime minister at the time, Jean Chretien, a diplomatic note with assurances Lai would not be executed if returned.

And so I?d be shocked if Brees and the rest of the starters don?t play a full game.? With Brees unlikely to wrest the MVP award from Aaron Rodgers, setting ? and keeping ? that record arguably becomes more important to Brees, to Payton, and to the rest of the franchise.

Greek tax officials on strike (AP)
ATHENS, Greece ? Greek tax officials walked off the job Thursday at the start of a 48-hour strike to protest salary cuts and other austerity measures, as the government struggles to meet revenue targets demanded by the crisis-struck country's international creditors.
Tax offices shut down for the last two working days of the year, prompting hundreds of Greeks on Wednesday to rush to settle last-minute issues before the strike. Many handed over their car license plates, preferring to keep their vehicles off the road rather than paying an increased tax.
Greece has been surviving since May 2010 on multibillion euro rescue loans from other eurozone countries and the International Monetary Fund after years of government overspending left it with an unsustainable public debt.
In return for the euro110 billion ($144 billion) bailout, the previous Socialist government imposed harsh austerity measures, increasing taxes and retirement ages, cutting pensions and salaries, and suspending tens of thousands of civil servants on reduced pay.
"As a result of the austerity measures putting some tax officers on reduced pay, we have 5,500 fewer tax office jobs," said tax officers' union head Charalambos Nikolakopoulos.
Tax evasion has been rampant in Greece, despite repeated efforts to crack down on the practice.
The strike comes a day after the sudden resignation of two prosecutors heading the judicial task force charged with fighting tax evasion. The two, Grigoris Peponis and Spiros Mouzakitis, claimed they were being sidelined and implied government interference in their work.
They said the government was "attempting to replace and get rid of" them with a new draft law that would appoint a high court prosecutor in their stead. The finance and justice ministries said the draft plan was meant to improve the task force's functioning.
Prime Minister Lucas Papademos, who was appointed to head an interim coalition government in November after a political crisis forced his predecessor to resign, was meeting with top judicial officials on Thursday following the resignations.
The main Supreme Court prosecutor ordered an investigation into why the two resigned and their allegations of interference.
The repeated rounds of austerity cuts have left the country struggling through a deep recession, with the economy projected to contract for a fourth year in 2012. It quickly became clear that the initial bailout would not be enough to prevent Greece from a potentially catastrophic default, and European leaders agreed in late October on a second, euro130 billion bailout for the country.
The new package includes provisions for private creditors to write off 50 percent of the value of Greek bonds they hold, potentially cutting Greece's overall debt by euro100 billion. But the details of this remain to be worked out, and the country is currently involved in tough negotiations.
If the debt writedown goes through and Greece implements all it has pledged to in the way of austerity measures and privatizations, the country is expected to reduce its debt to 120 percent of gross domestic product by 2020, from 161 percent of GDP this year.

For shift workers, odd hours usually mean strange sleeping habits and unhealthy meals. And now an editorial in the journal Public Library of Science Medicine takes the position that unhealthy eating associated with unusual working hours could be considered a new form of occupational hazard. Because such eating is a risk factor for obesity and diabetes. [Poor Diet in Shift Workers: A New Occupational Health Hazard?]
More than 15 percent of workers in the United States are employed in shifts, with workers taking over for each other so that the establishment can stay open for up to 24 hours a day. Because some shifts take place at night, employees have their circadian rhythms disrupted, and thus their metabolisms.
Taking round the clock shifts also makes eating a good diet and getting sufficient exercise difficult. A recent study in the same journal found an increase in diabetes risk among nurses who performed shift work. The editorial suggests not only employee incentives, but also legislation to make healthful diets easy and cheap. It concludes that treating poor eating among shift workers as an occupational hazard is consistent with the history of workplace safety rights.

Rick Santorum: I would vote for Ron Paul if he becomes the GOP nominee (The Ticket)

DUBUQUE, Iowa--Rick Santorum disagrees with presidential contender Ron Paul on a lot of issues, but if it came down to a choice between the libertarian-leaning member of Congress and President Barack Obama, Santorum would still vote for Paul on Election Day."I'd vote for anybody over Barack Obama," Santorum said after a town hall here when asked specifically if he could vote for Paul. "But I'd have a lot of heartburn on the national security issues with Ron Paul."
Santorum has spent much of the campaign sparring with Paul, the candidate he said he considers the "least likely to win against Barack Obama." But unlike former House Speaker Newt Gingrich, who this week ruled out the possibility of voting for Paul, Santorum would not vote against a Republican nominee in November.
Paul is currently leading in the RealClearPolitics polling average for the Iowa caucuses, which will be held on Tuesday.
Santorum went on to say that a "vast majority of the people would disqualify" Paul as a serious contender if he receives the Republican nomination.

Ruben Ray Jurado Arrested: Police Arrest Suspect In Shooting That Left Soldier Paralyzed
SAN BERNARDINO, Calif. ? Police on Monday arrested a suspect in a shooting that critically wounded a soldier at his Southern California homecoming party after he survived a suicide bombing attack in Afghanistan.
Police said Ruben Ray Jurado turned himself in to authorities in Chino Hills, about 35 miles east of Los Angeles. The 19-year-old had been sought in the attempted murder of 22-year-old Christopher Sullivan.
Authorities allege Jurado shot Sullivan at the party Friday night after getting into an argument with the soldier's brother over football teams.
Jurado, who had played football with Sullivan in high school, punched Sullivan's brother and Sullivan intervened. Jurado then pulled a gun and fired multiple shots, hitting Sullivan in the neck, San Bernardino police Sgt. Gary Robertson said.
Sullivan's relatives said the Purple Heart recipient was hit twice by gunfire, which shattered his spine and left him paralyzed.
His mother, Suzanne Sullivan, told the Los Angeles Times that doctors believe her son will be paralyzed from the neck down.
"I don't have any emotions. My emotions are none," she said. "He didn't deserve it. He's an excellent son and an excellent man."
Jurado has been transferred to the custody of the San Bernardino Police Department where he will be booked, officials said Monday.
Police said Jurado had an attorney but officials couldn't immediately provide the lawyer's name. It wasn't immediately possible to locate a number for Jurado.
Sullivan was wounded in a suicide bombing attack last year in Kandahar province while serving with the 101st Infantry Division. He suffered a cracked collarbone and brain damage in the attack and had been recovering in Kentucky, where he is stationed.
He was home on leave when the shooting occurred.
The Times reported that Sullivan joined the military in 2009.
Fabian Salazar, a soldier who served with Sullivan in Afghanistan, said Sullivan rushed back to try to rescue other soldiers after the bomb blast propelled him several feet, leaving him dizzy and disoriented.
"I know he would take a bullet for his brother," Salazar told the newspaper. "And if you asked him again after all this... if he would take a bullet for him again, he would say yes. That's the type of person he is."

On a warm Christmas Eve, Florida kids still get a chance to enjoy the snow
EAST MANATEE -- On a balmy, nearly 80-degree Christmas Eve, a steep heap of snow sat on the grounds of Bayside Community Church.
Yes, you read right.
The church organized its first ?Family Christmas Spectacular? this year, which included a Christmas service, a live nativity scene (including two camels), a petting zoo, and pony and train rides.
But the biggest attraction: the snow hill.
?That?s kind of our main event over there,? said Kristin Becnel, the church?s creative and communications coordinator. ?The kids are having a blast.?
Gregg Ellery, the church?s director of events, said 25 tons of snow in total were brought to the church in truckloads for the event, which took place from Wednesday through Saturday at 15800 State Road 64 East.
The hill of snow was about 55 feet long and 15 feet tall, Ellery said, adding that about 10,000 people attended the four-day event. ?It?s been huge,? he said.
Ellery said the event was promoted through Facebook, Twitter, the church?s website, and 7,200 flyers that were distributed at about a dozen elementary schools.
Becnel said she took a ride down the hill herself. ?We had to test it out,? she said, laughing.
Kids ages 3 to 18 were allowed to take rides down the snow hill. A much smaller snow pile was also available for toddlers ages 3 and under.
?School?s out and people are looking for stuff to do,? Becnel said.
During the event, people also had the chance to donate to the Food Bank of Manatee. About 2,200 pounds of food were donated.
Inside the church, four Christmas trees adorned the entrance area, where families posed for free Christmas portraits and munched on cookies and hot chocolate.
After the Christmas service, led by pastor Randy Bezet, dozens of youngsters dashed to form a line at the base of the snow pile. One by one, in orange and green discs, they slid down the hill. Reactions varied: many smiled, others laughed, and some burst out in tears.

His mom, Jen Sweeney, said she brought her kids because they haven?t seen snow. She said she will send the photos she took of them sliding down the hill to loved ones in Wisconsin.
?The only snow in Florida comes in bags,? Logan added.
Taylor Folkers, 7, had lots to say about her snow ride. ?I loved it because it was so fast... it squirts out at you, so it?s so funny,? she explained.
Joe Rodriguez, the bass player for Bayside?s band, said his 7-year-old daughter, Alexia, never saw snow before. When she plunged down the hill, she?d get up and walk back to the end of the line.
Rodriguez said she had slid down the hill about five or six times.
?I think I lost count,? he said.

Man killed amid Britain's post-Christmas sales (AP)
LONDON ? A teenager was fatally stabbed Monday after an argument broke out in a sports store on London's most famous retail street as thousands of shoppers flocked to Britain's capital seeking post-Christmas bargains.
The killing of the 18-year-old man on Oxford Street did little to deter shoppers crowding into neighboring stores in the landmark shopping district. Bargain hunters were also largely untroubled by a subway strike which badly disrupted the city's public transport services.
Selfridges ? close to the scene of Monday's stabbing and one of Britain's most popular department stores ? reported its biggest ever first hour of trading Monday morning, while the New West End Company, which represents traders on central London's shopping streets, reported 15 million pounds (US$23.5 million) in sales in the first three hours of trading.
"As ever, the West End's Boxing Day sales have attracted shoppers in their hundreds of thousands," said Jace Tyrrell, of the New West End Company.
Sue West, Selfridges' director of operations, said that ladies' accessories and jewelry were the most popular items snapped up. "Despite Tube disruptions ... we had record sales in our first hour," West said.
London's air ambulance helicopter had earlier rushed to the street following the stabbing, but the teenage victim died before medics could administer help.
Police, who erected a tent outside a Foot Locker sports store as they carried out investigations, said ten people had been arrested in connection with the death.
The circumstances of the killing are so far unclear, but police said it appeared an incident began inside the sports store and continued on Oxford Street, with hundreds of shoppers looking on.
On London's subway network, the ASLEF train drivers' labor union staged a one-day strike to demand extra pay and additional time off for members working on the public holiday.
Despite the disruptions, huge crowds ? some lining up outside stores from midnight ? rushed into department stores in London and other British cities as soon as doors opened early Monday.
The London Underground, the organization that manages the subway system, condemned the move, saying it was pointless and demonstrated "a complete disregard for our customers." Authorities said extra buses were running in main shopping areas to cater to the increased flow of travelers on one of the year's busiest shopping days.
The ASLEF union has warned it plans to stage three more strikes in January and February if the dispute is not resolved.

Dan Walters: California Democrats didn't cheat on redistricting, but they played politics well
California political junkies are all atwitter about an article on the website ProPublica about a clandestine campaign by Democratic apparatchiks to influence the state's redistricting commission congressional map-drawing.
Republicans are crying foul, while Democrats say it's pure fiction.
Republican state chairman Tom Del Beccaro claims that the article "systematically lays out the Democrats' manipulation of what should have been an open and transparent process. It also demonstrated exactly how the redistricting maps were corrupted by partisan activists working in cooperation with the Democratic Congressional Campaign Committee."

Both party leaders are blowing smoke.
The article offers too much documentation to be "pure fantasy." The Democrats had opposed an independent commission to replace a Democratic-dominated Legislature in redrawing legislative and congressional districts, while most Republicans supported it.
However, once it was done, via two voter- approved initiatives, Democrats looked for ways to influence the line-drawing. In other words, they practiced politics.
Del Beccaro denounces it as "manipulation," but it was just heads-up, professional politics, and he should be castigating those in his own party for falling asleep at the switch.
That said, the authors miss, or gloss over, a couple of salient points.
While they concentrate on a couple of Democrats whose seats were protected by intervention of some clandestine front groups and, perhaps, the gullibility of commission members, they don't mention the plan's adverse effects on other Democrats, such as forcing a high-octane shootout looming between Reps. Howard Berman and Brad Sherman in Los Angeles County.
More importantly, the article doesn't mention that the Democrats' creation of "community of interest" front groups could be effective only because the 14-member commission, as chosen by a convoluted process, was hypersensitive to that approach.
The Democratic members of the commission tended to be partisans, its Republicans tended to be of the go-along variety, and the supposed independents turned out to be mostly liberals inclined to draw districts that favor ethnic and cultural enclaves.
That tendency ? coupled with underlying demographic and voter registration trends ? had the combined effect of not only protecting most incumbent Democrats but giving them a chance to make congressional gains.

APNewsBreak: Texas rejects Valero tax break bid
The Associated Press on Wednesday obtained letters dated Dec. 14 that were sent by Mark Vickery, executive director of the Texas Commission on Environmental Quality, to Valero's six refineries. The letters state that the agency has rejected the request for a partial tax exemption.
The agency's move indicates that it will also reject 10 other similar requests. An AP analysis of the applications and tax information indicated that if granted, Texas school districts and municipalities would have had to refund up to $135 million.
Valero did not immediately respond to phone messages and emails seeking comment.
The request has been pending since 2007, when Valero first asked for a full exemption on hydrotreater units it installed at six refineries in Texas. It argued that the units reduced pollution and so should be exempt from taxes under a Texas rule that grants breaks to companies with equipment that cleans the environment.
But the hydrotreaters were installed after the U.S. Environmental Protection Agency in 2006 began requiring refineries to remove sulfur dioxide from crude oil.
The TCEQ rejected Valero's request, stating the pollution reductions were being enjoyed in other regions, not where the refineries are located. Valero appealed and the commissioners asked the agency's staff to consider a partial rejection.
Now, the agency has denied the partial request as well. Valero can appeal that decision to the commissioners.

Coachella Valley Sickness: Unusually High Rates Could Be Caused By Poverty, Pollution

Although they live near the trappings of a fit and healthy lifestyle, close to lush golf courses and luxury day spas, Coachella Valley residents are sicker and in poorer health than other Californians, according to a new analysis of multiple health studies.
In a comparison of research [PDF] released last week, the Palm Desert-based Health Assessment Resource Center found that residents in the Coachella Valley had higher rates of diabetes, binge drinking and smoking than people living in other parts of the state and country. They also were more likely than other Californians to report being in only fair or poor health by more than 9 percentage points.
The center began collecting detailed health and socioeconomic data for eastern Riverside County in 2007 because despite concerns about poor health in the region, such localized information did not previously exist. In its most recent report [PDF], issued earlier this year, the center found that about 20 percent of eastern Riverside County residents had not seen a doctor in the past year. It also found that Latinos make up 23 percent of the population, and they are three times more likely than whites to be uninsured.
When compared with similar data collected by the United Health Foundation?s recently released annual America?s Health Rankings and the Centers for Disease Control and Prevention, the Health Assessment Resource Center reported that 17.4 percent of Coachella Valley residents were in fair and poor health, more than twice the statewide average of 8.1 percent.
Health professionals said they are not surprised by the center?s findings, especially considering the number of low-income residents living in the proliferation of mobile home parks that dot the east Coachella Valley, an area made up primarily of rural, unincorporated towns.
?It is no surprise that Coachella's population is less healthy,? Eduardo Guevara, an east Coachella Valley resident who works for a local health organization, wrote in an e-mail. ?Historically, this area has received less representation from government at all levels. The Coachella Valley is plagued with contaminated water, unhealthy air quality, unregulated hazardous waste dumps and food deserts. This study is only a snapshot of the communities' health conditions; the reality is far more alarming.?
Guevara, who works for a health education organization called Promotores Comunitarios del Desierto, said he sees the effects of these statistics firsthand.
?My family is a mirror image of thousands of families living in Coachella Valley," he wrote. "My mother is in remission from cancer, my sister is fighting life-threatening kidney disease, my wife is fighting severe asthma, and I am in treatment for diabetes. Dodging death is our daily ritual.?
Local physicians also said the study resonates with what they see in their daily practice.
?We are getting more and more severely ill patients and more patients in the emergency department,? said Raul Ruiz, an emergency room doctor and founder of the Coachella Valley Healthcare Initiative. ?I?m also seeing it in the community where I give free care throughout the Coachella Valley in poor neighborhoods, where a lot of patients find it difficult to maintain their health because they are having difficulty accessing health education, prevention programs and health care.?
The eastern Coachella Valley, in particular, historically has had a severe physician shortage. A 2010 report by the Coachella Valley Healthcare Initiative found that there was one doctor for every 8,407 residents there. The U.S. Department of Health and Human Services recommends a ratio of one doctor for every 2,000 people.
?The worse the health care access crisis gets, the worse our health outcomes will be,? Ruiz said.
The center?s 2010 research also found that health care access for Coachella Valley residents has been affected by the economic downturn.
?The significant changes between 2007 and 2010 was health care insurance for adults,? said Eileen Packer, the Health Assessment Resource Center's executive director. ?The other was in the socioeconomic demographics. There are more people out of work, less people working full time, more people needing food assistance and more people who are uninsured.?
According to the center?s study, more than 50 percent of Coachella Valley adults are uninsured; 38 percent of those without health care coverage were Latino.
This means that many low-income residents must rely on a shrinking safety net, Guevara said.
?The majority of people I work with reside in the unincorporated area of the eastern Coachella Valley," he said. "The medical services are limited to federally qualified clinics, such as Clinicas de Salud del Pueblo, that have seen dramatic cuts in federal funding, impairing their ability to provide more extensive medical services to the underserved and uninsured populations.?
A lack of health care coverage is, in fact, an issue for Latinos statewide, according to a study released this month by the California HealthCare Foundation. Of the 6.9 million Californians without health insurance ? the largest number of any state ? about 60 percent are Latino.
?A lot of people get their coverage through their employers, and unfortunately, a lot of work that Latinos are engaged in ? blue-collar and physical jobs ? a lot of those employers are not providing insurance, and they can?t afford to purchase private insurance,? said Chad Silva, a policy analyst with the Latino Coalition for a Healthy California.
Environmental and social factors also are at play. ?We can?t discuss health and wellness without discussing the social determinants of health and wellness,? said Ruiz, the emergency room doctor.
Last year, for example, one of Ruiz?s elderly diabetic patients was living in a mobile home park that had a monthlong power outage at a time when temperatures reached 115 degrees. The situation turned a chronic illness into a medical crisis, he said. ?Because of the exposure to heat and dehydration, he went into renal failure,? Ruiz said. He died from medical complications related to his diabetes eight months later.
These environmental issues are at the heart of Coachella Valley?s poor health, advocates say.
?We can keep treating disease and things like diabetes and look for new cures to different forms of cancer and new medications that make asthma attacks less severe, but the issue is that people are getting sick for a reason, and there are environmental contributors to that, such as open space, such as how often communities of color are living adjacent to really intense sources of pollution,? Silva said.
Guevara, the eastern Coachella resident, agrees that his and his family members' health is tied to what is happening in the rest of his community, which he calls ?the gray area of California.?
?In order to improve the health of Coachella residents, it will take political will, investment in infrastructure, transportation and the creation of good jobs that provide medical benefits,? he said. ?As long as the Coachella Valley continues to be treated as California's dumping ground, our health will continue to decline. We have to break that cycle.?
