Commercial real estate investors contact Winston Rowe & Associates, wanting to know in-advance if their deal can qualify for private money or institutionally funded (bank) apartment building loan. Unlike residential lenders, commercial mortgage lenders do not issue ?pre-approvals?; they simply can?t tell if a deal will get done until all of the material facts have been verified (pre-due diligence).

Loan-to-Value (LTV):

LTV has been dramatically reduced during this ?credit squeeze?. ?In the past apartment buildings with LTV ratios above 80% were strong transaction. However standards have tightened. In today?s credit environment, investors should not expect to see any loan offers above 75% and many are coming in significantly lower. 70% is a normal LTV ratio on new purchases with some lenders willing to go to 75% on refinance loans. To be approved for a bank loan for the purchase or refinance an apartment building, the building must have a net-operating-income (NOI) equal to 125% of the proposed mortgage payment (a DSCR of 1.25). Deals that do not meet this requirement will have to wait until the credit markets improve or seek private funding.

Credit::

Borrowers or sponsors with weak credit scores are being summarily rejected by banks. To qualify for a low interest loan with good terms, from an institutional lender, all the principle borrowers need to have a tri-merged credit score of 680 or better.

Experience::

Banks are not willing to take a chance on first-time apartment investors. All borrowers are now required to demonstrate real experience in rental housing and a track record of success. Borrowers are asked to provide a detailed resume of past businesses owned that will be verified through their articles of incorporation and financial reports.

Net-Worth & Liquidity::

Many banks have instituted a policy of requiring that their borrowers have a net-worth at least equal to the balance of the loan they are seeking. In-other-words, if you want to borrow $1MM from the bank to buy an apartment complex, you need a net-worth of at least $1MM. Further, they will want to see that you have some money in the bank above and beyond the funds you?re using for a down-payment. Often they will require borrowers to have a savings account balance equal to 12 monthly mortgage payments. Borrowers will be asked to provide a detailed personal financial statement that will need to be verified.

Quality Property in Good Location::

To secure financing from a traditional lender the building must be in a city or town that is not particularly depressed economically.

Sprint outlines LTE coverage plans at RCA Expo

Sprint customer? Still supping from the 3G cup? Well if you were wondering if you'll ever get to try the sweet taste of LTE, wonder no more. The Now Network revealed a coverage map at the RCA Expo, and the image above was kindly grabbed by PC Mag's Sascha Segan. Those green areas are the locales that'll be getting LTE, and as you can see it's a fairly comprehensive -- though not altogether surprising -- spread. The rollout is said to be planned for completion by 2014, so you've still got time for that handset upgrade. Those of you in Montana or one of the many other blue areas on the map aren't entirely forgotten, though, as these regions will have roaming agreements in place, so no need for an extra contract just yet.

When asked how she planned to celebrate another year, she simply told a Monster on <a href="http://twitter.com/#!/ladygaga" target="_blank">Twitter</a>, "Quinceanera." </P><P> </P><P>While we'll be Quincea&#241;era-ing in spirit, we <i>will</i> celebrate her colorful life and career by remembering 10 of the most-revealing bites she's shared with MTV News. NEW YORK (AP) ? Still alive in late March, Minnesota is finally learning to win the close ones.

The short-handed Golden Gophers improved to 3-3 in overtime games this season, beating Washington 68-67 on Tuesday night in the NIT semifinals behind 20 points from freshman Andre Hollins.

Hollins scored five of Minnesota's seven points in the extra period. With the shot clock winding down and the Gophers clinging to a one-point lead in the final minute, he banked in an off-balance shot to put Minnesota up 68-65.

"We had to gut it out in overtime," Hollins said.

The sixth-seeded Golden Gophers (23-14) will face No. 3 seed Stanford in Thursday night's championship game at Madison Square Garden. The Cardinal beat Massachusetts 74-64 in the first semifinal.

The top-seeded Huskies (24-11), who trailed by 15 late in the first half, sent the game to overtime when C.J. Wilcox stole the ball in the backcourt and hit the tying layup with 16.3 seconds left.

Wilcox had a good look at a potential tying 3-pointer in the final seconds of overtime, but the ball bounced off the rim. Darnell Gant put back the miss to pull Washington within a point, but after Julian Welch missed two free throws with 3.5 seconds remaining, Abdul Gaddy's desperation shot from beyond midcourt fell well short.

"Any time you're fighting back, it's always tough," Huskies coach Lorenzo Romar said. "But in the second half, I thought we were a team."

The Golden Gophers are making a long NIT run despite losing star forward Trevor Mbakwe to a season-ending knee injury in their seventh game. Senior center Ralph Sampson III has missed the last six with a sprained right knee.

Minnesota dropped six straight late in the regular season, starting with an overtime loss to Wisconsin.

"We had a tough stretch toward the end of the regular season, but everybody stayed together and everybody is on the same page," said Rodney Williams, who kept up his strong recent play with 18 points. "Once we got that loss in the Big Ten tournament, we kind of just came together and said, 'If we get into a postseason tournament, we are going to play our hearts out.' And that's what we are doing now."

Terrence Ross led the Huskies with 21 points.

Washington, which trailed by six with 91 seconds left in regulation, pulled within 59-57 on Ross' 3 with just under a minute to go, the closest the Huskies had been since midway through the first half.

Hollins let the shot clock run down before starting his drive, and Tony Wroten fouled him with 28.9 seconds remaining. The freshman guard, a 91.6 percent free throw shooter, drained both to put the Gophers up by four.

Gaddy made two free throws to pull Washington back within 61-59 with 22.8 seconds left. Instead of waiting to get fouled, Minnesota's Joe Coleman tried an extra pass, and Wilcox made him pay.

Hollins then missed a jumper and Wroten had a look at a long 3 that would have won it at the buzzer.

Minnesota is looking for its third NIT crown after winning in 1993 and 1998. Stanford won the 1991 title.

"I'm just so proud of their perseverance, and their ability to overcome so many distractions," Smith said of his team. "Just amazing. ... It's one of the hardest-working groups of kids I've ever worked with."

Missing balloon pilot saved others before crashing

FITZGERALD, Ga. (AP) ? Authorities searched Sunday for a hot air balloon pilot from North Carolina who went missing in the South Georgia woods when his balloon crashed during a weekend thunderstorm.

Ben Hill County Sheriff Bobby McLemore said 63-year-old Edward Ristaino of Cornelius, N.C., was taking five skydivers into the air Friday evening during a festival in Fitzgerald, Ga., when a storm hit.

Ristaino told the skydivers to jump from the balloon. None were injured.

"He saved our lives," Jessica Wesnofske, 30, one of the skydivers, told The Charlotte Observer. "Another minute, we would have been in the storm with him."

Erin Daly, whose brother was one of the skydivers, called Ristaino a hero who saved lives.

The sheriff said strong winds then forced the balloon up to about 18,000 feet before it collapsed in a downdraft and plummeted to the ground.

Authorities have not found the balloon. Ristaino, who had nearly two decades experience flying hot air balloons, had brief radio contact with authorities.

"He told them he was in trouble," the sheriff told The Associated Press on Sunday evening. "He didn't think he was going to make it."

McLemore said the pilot was reading off his altitude readings as he fell, in an apparent effort to assist any search. The sheriff said crews would resume a ground and air search of the mostly wooded area on Monday morning.

Take two Washington-wine-obsessed gals, two empty wine glasses, and 56 of Walla Walla?s top wine labels pouring (generous) tastings and you?ve got trouble?and at the very least, two grown women acting like giddy little kids in a candy store. Luckily for my friend and I, the only trouble we faced last Monday at the Walla Walla wine event at SODO Park was which ten-to-fifteen tasting booths we were going to visit, because God knows we weren?t going to be spitting.? The plan we hashed out was this: we?d try a few wines we?d had before and knew we loved; a few newbies we?d heard of and had been dying to try; and a few up-and-comers who deserved a shot. We ended up with a surprisingly succinct list that included the likes of Abeja, Pepper Bridge, Sleight of Hand, Tamarack, Tero, and Trio, to name a few. Then, of course, we ran into a friend of mine who?s in the wine business and he suggested we add a few more to the list. Needless to say, by the end of the day, the combo of the wine and SODO Park?s free and easy atmosphere had us rosy cheeked and buoyant.

Admittedly, we are no sommeliers, but we feel we have a pretty good handle of what?s good and what?s not. According to the National Cancer Institute, most doctors in the past?considered a PSA levelbelow 4.0 ng/mL?as normal. But in a number of studies, PSA measurements?above 2.5-3.0 ng?have been considered??elevated?.? These lower cutoff levels may increase the chance of detecting prostate cancer, but the reality is that this method also?increases overdiagnosis and false-positive test results, leading to unnecessary and debilitating medical procedures.

Meanwhile, the?American PLCO study?found the rate of death from prostate cancer was very low for both the 38,343 men in the group that received annual PSA-based screening and the 38,350 men in the control group who received??usual care.?? The conclusion:

?Screening was associated with no reduction in prostate cancer mortality.?

In fact, as?Dr. Richard J. Ablin, the inventor of the PSA test, wrote in the?New York Times:

?There is no doubt that prostate cancer kills, but only a minority of men who are given this diagnosis, die from prostate cancer. In the developed world, we are now over-diagnosing and, more importantly, overtreating prostate cancer, a fact for which we will be criticized in generations to come.?

According to veteran urologist?Dr. Anthony Horan, author of?The Big Scare: The Business of Prostate Cancer, 94% of the cancers detected with the routine PSA blood test would not cause death before the age of 85.

?More men die in car accidents than of prostate cancer each year.?

The medical profession is already familiar with the accepted practice of renaming certain cancer diagnoses, based on evolving scientific knowledge.

For example, consider the?Globe and Mail?s update on the changing distinctions for these forms of skin, breast, cervical and thyroid??cancers.?

• The Canadian Cancer Society does not count the 74,100?non-melanoma?skin cancers?in its annual tally of cancer diagnoses in Canada because these are considered just??localized abnormalities?.
• Ductal Carcinoma In Situ?(DCIS), also known as?Stage Zero breast cancer, is an accumulation of abnormal-looking cells in the milk ducts of the breast, accounting for?one in five cases of breast cancer. But is it actually cancer at all? While DCIS can spread from the milk ducts to elsewhere, there is no good science showing that treating it before it spreads is beneficial, and the U.S. National Institutes of Health have concluded that?DCIS is?not a carcinoma, so it should be renamed??high-grade dysplasia.?
• Cervical carcinoma in situ?has already been renamed?cervical intraepithelial neoplasia?? not a form of cancer. Women understand that an abnormal Pap test does?not?automatically mean they have cancer; they already make the distinction between dysplasia and cancer.
• The fastest-growing cancer here in Canada is?thyroid cancer. But, again, is that misleading? As with DCIS, we now have technology that can detect nodules on the thyroid. But the vast majority are benign ? and they will have no negative health consequence,?unless you start cutting them out.

Finally, as the?Globe and Mail?s?Andr? Picard sums up the power of words:

?When you use the dreaded C-word,? the reaction of patients is to want to rid their body of a deadly passenger. They want to cut it out ? whether it?s in a breast, a prostate or a thyroid. But cutting and burning and poisoning ? surgery, radiation and chemotherapy if you prefer the more technical terms ? are not always the best response to weird-looking cells.

?Watchful waiting is becoming an increasingly common practice, particularly with prostate cancer, where the screening test (PSA or prostate specific antigen) is notoriously poor and tumour growth often very slow.?

The Ministry of Finance and Economic Planning, has said the salary demand by Polytechnic Teachers Association of Ghana (POTAG) was disproportionate with existing economic figures.

The Ministry said the POTAG request would result in detrimental fiscal implications, besides the possibility of sparking off further labour agitations in other sub-sectors of the public service.

These were contained in a statement issued by the Public Affairs Directorate of the Fair Wages and Salaries Commission (FWSC) in Accra on Friday.

However, it said the FWSC had concluded discussions with POTAG on their market premium, a monetary award to attract and retain skills in short supply.

The previous gap of market premium between polytechnic lecturers and university lecturers before the discussions was 55 per cent.

The ideal gap between them, considering all factors involving the differences between Universities and Polytechnics, is suggested to be around 20 per cent, however by the end of the discussions, FWSC had closed the gap to 11.2 per cent.

This also implies that the implementation will take retrospective effect, with payments of arrears all the way from January, 2010 for POTAG members.

When discussions on the subject commenced earlier on, POTAG proposed a market premium of 125 per cent, which placed them above the market premium of mainstream universities.

The FWSC counter-proposed 60 per cent, and after lengthy deliberations between the two parties, the FWSC fully stretched its mandate and finally offered a market premium of 90 per cent as against a minuscule move from 125 per cent to 114 per cent by POTAG.

POTAG turned down FWSC?s 90 per cent market premium, insisting that the Commission?s offer does not totally close the gap between them and the universities.

Documentation made available to FWSC by the National Council for Tertiary Education (NCTE), indicates that there is clear difference between a polytechnic and a university in Ghana.

Consequently, the two cannot be at par with respect to the components of their remunerations.

In the meantime, FWSC has earlier bridged the existing gap of disparity between the Polytechnics and Universities by granting a grading structure for POTAG Senior Academic Members which is at par with the University Senior Academic Members.

This was done cognizant of the need to maintain the integrity of the Polytechnics in terms of its ability to attract the needed skills to achieve its mandate, and to prevent seepage of teachers to the Universities.

In the case of the alleged delay in migration of POTAG members onto the Single Spine Salary Structure,? polytechnic teachers had reached an understanding with the FWSC to wait until university teachers were migrated.
